The Department of Consumer Affairs, Food and Public Distribution, Govt. of Manipur on August 20, 2026, issued the Manipur Legal Metrology (Government Approved Test Centre) Rules, 2026.
The following has been stated:
• The Rules establish a framework for recognition and operation of Government Approved Test Centres (GATCs) for verification of specified weights and measures under the Legal Metrology Act, 2009. The Rules came into force on August 21, 2026, and provide that GATCs shall have adequate infrastructure, testing equipment, technically qualified personnel and trained staff, and shall follow the prescribed standards and procedures. Approval is granted by an officer of the CAF&PD at or above the level of Joint Secretary on the recommendation of the Controller of Legal Metrology, initially for one year and thereafter renewable for up to five years. GATCs are required to maintain testing records, issue verification certificates, protect verification stamps, submit periodic reports and complete verification and return of instruments within 15 days.
• The Rules cover verification of water meters, sphygmomanometers, clinical thermometers, rail weighbridges, tape measures, weighing instruments, load cells, beam scales, gas and energy meters, moisture meters, vehicle speed meters, breath analysers, multi-dimensional measuring instruments, flow meters, petrol/diesel, CNG, LPG, LNG and hydrogen dispensers, among others. Verification may be conducted at the authorised premises of the GATC or within its district jurisdiction. Centres shall retain verification records for five calendar years and are subject to inspection by the Controller or authorised officers.
• Non-compliance can lead to suspension or cancellation of approval, while contraventions may be compounded by payment of ₹50,000 for the first offence and ₹75,000 for subsequent contraventions. The Rules also prescribe application, verification, certification and fee schedules for the various instruments.
