Industry Specific ComplianceThe Punjab State Electricity Regulatory Commission (PSERC), on August 19, 2026, notified the Punjab State Electricity Regulatory Commission (Conduct of Business) (10th Amendment) Regulations, 2026, amending Appendix 7 of the Conduct of Business Regulations, 2005 relating to the Fuel and Power Purchase Adjustment Surcharge (FPPAS).

The amendment permits a distribution licensee to carry forward the FPPAS, or part thereof, to a subsequent month to avoid a tariff shock to consumers. However, such carry-forward is permitted only where the total FPPAS for a billing month, including any amount carried forward from the previous month, exceeds 20% of the variable component of the approved tariff.

The carry-forward period is capped at a maximum of two months. The amendment will come into force from the date of its publication in the official Gazette of Punjab.
