The Labour Welfare and Skill Development, Govt. of Tamil Nadu on July 31, 2026, issued the draft amendments to the Tamil Nadu Legal Metrology (Enforcement) Rules, 2011.
The following have been amended, namely:
• Rule 11 is replaced to require every manufacturer, repairer and dealer to obtain a Registration Certificate from the Controller of Legal Metrology or authorised officer through the prescribed application forms, along with a self-declaration. The rules also provide exemptions for certain repairs undertaken by manufacturers and owners, prescribe conditions for registration, maintenance of records/workshops and equipment, security deposit by repairers, and mandatory display of the Registration Certificate. References to “Licence/Licensee/Licensed” are replaced with “Registration Certificate/Registrant/registered” in Rules 12 and 13. Rule 14 is amended to provide for verification at the location of immovable weights/measures and special/high-accuracy electronic weighing machines used for precious-metal transactions, while Rule 16 provides for an additional verification fee and expenses where verification is carried out at the user's premises.
• The amendment also replaces Schedule II-A with detailed application forms for registration of manufacturers (RM-1), repairers (RR-1) and dealers (RD-1), incorporating extensive self-declarations regarding compliance with the Legal Metrology Act, 2009, applicable rules, accuracy of information, premises, technical staff, machinery, records and legal consequences of false declarations. Schedule II-B is omitted, while Schedule III is replaced with new Registration Certificate formats for manufacturers, repairers and dealers, together with conditions relating to compliance, display, verification/stamping and surrender/cancellation of registration. Schedule IV revises the registration fees to ₹40,000 per year for manufacturers, ₹15,000 per year for repairers and ₹5,000 per year for dealers, with ₹1,000 for alteration of a Registration Certificate. Schedule V is replaced with a revised register of registered manufacturers/repairers/dealers, and Schedule VI prescribes a ₹20,000 security deposit for registered repairers.
• Further, Schedule VII is replaced with separate registers for manufacturers, repairers and dealers to record manufacturing, repair, purchase, sale, stock and dispatch details. Schedule IX revises the fee for volumetric measuring instruments to ₹4,000 per dispensing pump and ₹2,000 per totalizing counter. The amendment also comprehensively revises Schedule XI relating to compounding fees for offences under the Legal Metrology Act, covering offences such as use of non-standard weights/measures, alteration or manufacture/sale of non-standard instruments, incorrect transactions or price declarations, non-compliance with quantity/declaration requirements for pre-packaged commodities, use of unverified instruments, false information, manufacture/repair/sale without Registration Certificate, tampering with Registration Certificate and contravention of the Rules. The revised compounding amounts vary according to the category of offender and the nature/number of the offence, with substantially higher penalties for subsequent offences and serious violations, including penalties up to ₹25 lakh for certain pre-packaged commodity declaration violations.
