The Ministry of Defence (MoD) on August 05, 2026, issued the Draft Bareilly Cantonment Building Bye-laws, 2026
The following has been stated:
• The draft establishes a comprehensive regulatory framework for construction, reconstruction, additions, alterations and use of buildings within the cantonment, including requirements relating to building plans, structural safety, access, sanitation, drainage, parking, setbacks, fire safety and other building standards.
• The Bye-laws require building works to comply with sanctioned plans and prescribed safety standards, with applicants and professionals such as architects, civil engineers and structural engineers responsible for compliance and supervision. Applications and certificates are to be processed through the e-Chhawani portal, including structural/natural-hazard safety certification and supervision certificates. Before occupation, a completion certificate is required confirming that the construction conforms to the sanctioned plan, structural safety requirements and provisions relating to water harvesting, wastewater recycling, drainage, sanitation and water supply.
• The draft also provides for revocation of building sanctions where approval was obtained through false statements, concealment or material misrepresentation, or where construction deviates from the sanctioned plan. Unauthorized construction may be considered for compounding subject to the Cantonments Act, applicable rules and restrictions relating to FSI, setbacks and ground coverage. The Bye-laws further divide the cantonment into designated zones and prescribe planning and construction controls appropriate to each zone. Existing buildings already approved by the Board, as well as buildings constructed under previously sanctioned plans, are protected under the saving clause. Contraventions are punishable under the Cantonments Act, 2006, and where there is any inconsistency, the Cantonments Act, applicable rules, lease/old-grant conditions and government policies will prevail.
• The objections/suggestions may be submitted to the Ministry by September 13, 2026.
